On Tuesday, July 11, 2023, at 10:00 p.m., the Lakeland Police Department was called to the 7-Eleven on Drane Field Road in reference to a theft of diesel fuel. Employees at the gas station recognized the suspect, Roydenis Ferrand, age 40, from previous theft incidents. Ferrand was driving a semi-truck with a trailer and had parked at the furthest diesel pump. Officers arrived and detained Ferrand until LPD Detectives arrived. After speaking with <\/a>Ferrand about two prior incidents, Detectives were able to establish probable cause to arrest Ferrand for two counts of grand theft.<\/p>\n\n\n

The two prior incidents occurred on July 3, 2023, and July 8, 2023. Each time Ferrand was able to tamper with and manipulate the pump to slow the rate at which the fuel was measured on the pump, resulting in a lower, incorrect price. During the July 3, 2023, incident, the total number of gallons dispensed was 323, while the pump only registered 30 gallons. The value of the stolen fuel was $1,073.10. During the incident on July 8, 2023, the total number of gallons dispensed was 317, while the pump only counted just under 30 gallons. The value of the stolen fuel was $1,052.54.<\/p>\n\n\n\n

A cursory inspection of the truck revealed it had an additional fuel tank. Both the semi-truck and trailer were impounded, and the incident is still under investigation. Ferrand is from the Riverview area, and it is believed he has been operating in multiple jurisdictions across the state.<\/p>\n\n\n\n
