This prohibition does not apply during a state of emergency issued by the governor.<\/p>\n\n\n\n
Martin said this bill doesn\u2019t affect any criminal laws that are \u201ccurrently on the books.\u201d<\/p>\n\n\n\n
\u201cBut in certain situations, if somebody is trespassing, say on Walmart property, and they\u2019re sleeping up against the back of the store, if somebody fails to leave after being told by the owner of the property, they could be arrested for trespassing,\u201d Martin explained.<\/p>\n\n\n\n
Sen. Rosalind Osgood, D-Tamarac, spoke during debate and said she has a lot of \u201cunanswered questions\u201d about the legislation, such as the permitting process.<\/p>\n\n\n\n
In closing, Martin thanked the senators for their comments and said he wants to get the bill \u201cas good as possible.\u201d<\/p>\n\n\n\n
Martin said over 10,000 people in Florida live \u201cunsheltered\u201d and noted hundreds of deaths have occurred.<\/p>\n\n\n\n
\u201cIt\u2019s a health crisis, it\u2019s a mental health crisis, it\u2019s a drug crisis, and we got to do better. This provides the framework, for whatever local framework exists, to provide more support for those individuals who are chronically homeless,\u201d Martin said.<\/p>\n\n\n\n
Martin said the current situation \u201cdoes not work.\u201d<\/p>\n\n\n\n
\u201cIf this bill fails, and we have to come back next year and try to do something and we do nothing for another year, it\u2019s going to be even worse next year when we try to address this problem. Lives will be lost. We got to fix it,\u201d Martin said.<\/p>\n\n\n\n
