Moates brought the children home and talked with the mother. Moates &#8220;spanked them with his hand&#8221; for their behavior. Moates ordered one child to go to their room, but they refused. Moates grabbed the child by the neck and forced the child upstairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moates later took the children to a park, where another person commented about marks on the child&#8217;s neck.
