Any step toward reform matters, and we sincerely appreciate the work that has been started.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-recalc-dims=\"1\" data-dominant-color=\"908245\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"168\" sizes=\"auto, (max-width: 1110px) 100vw, 1110px\" src=\"https:\/\/i0.wp.com\/lakelandgazette.info\/news\/wp-content\/uploads\/2025\/11\/download-2-1.webp?resize=300%2C168&#038;ssl=1\" alt=\"\" class=\"wp-image-59467 not-transparent\" style=\"--dominant-color: #908245; width:571px;height:auto\"\/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">However, with respect and urgency, we must also speak up: the current proposal contains major loopholes and does not go far enough \u2014 especially for counties like Polk County, where we are facing a full-scale animal control crisis. Most critically, <strong>CATS <\/strong>are largely left out of meaningful protections, even though they represent a huge portion of shelter intake and euthanasia statewide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Right now in Polk County:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\udc3e\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/tde\/1\/16\/1f43e.png\"> Healthy, adoptable dogs and cats are dying from severe overcrowding<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\udc3e\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/tde\/1\/16\/1f43e.png\"> Rescue groups and foster homes are completely overwhelmed<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\udc3e\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/tde\/1\/16\/1f43e.png\"> Transparency and accountability remain limited<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\udc3e\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/tde\/1\/16\/1f43e.png\"> Taxpayer-funded shelters are stretched beyond capacity<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\udc3e\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/tde\/1\/16\/1f43e.png\"> There is still NO mandatory, funded TNVR for cats, the most effective lifesaving tool we have<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the bill focuses on commercial breeders and pet sales, it fails to address the real drivers of shelter deaths for both dogs and cats, including:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2757\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t50\/1\/16\/2757.png\"> Backyard and unregulated breeding<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2757\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t50\/1\/16\/2757.png\"> Community cat overpopulation with no statewide TNVR mandate<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2757\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t50\/1\/16\/2757.png\"> Lack of spay\/neuter funding<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2757\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t50\/1\/16\/2757.png\"> No enforceable shelter performance standards<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2757\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t50\/1\/16\/2757.png\"> Insufficient state oversight of failing county shelters<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With appreciation for the intent of this legislation, we respectfully urge state leaders \u2014 including Ron DeSantis \u2014 to revise and strengthen this bill so it protects BOTH dogs and cats and truly reduces shelter killing at the county level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What real reform must include:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\"> Mandatory, funded statewide TNVR for CATS<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\"> Expanded spay\/neuter access for dogs and cats<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\"> Full public transparency for all animal control agencies<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\"> Independent oversight of chronically failing shelters<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\u2705\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t33\/1\/16\/2705.png\"> Enforceable minimum standards tied to lifesaving outcomes<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not political \u2014 it is about preventing needless suffering. Polk County is in an animal welfare emergency, and meaningful reform must include every animal, not just those bred for profit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\ude4f\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/t80\/1\/16\/1f64f.png\"> We are grateful for the progress so far \u2014 and we are respectfully, urgently asking that this legislation be revised so it truly saves lives for all Florida animals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img loading=\"lazy\" decoding=\"async\" height=\"16\" width=\"16\" alt=\"\ud83d\udce3\" src=\"https:\/\/static.xx.fbcdn.net\/images\/emoji.php\/v9\/tba\/1\/16\/1f4e3.png\"> Please share.
