Republican Rep. Byron Donald scored a major legislative victory this week against \u201csoft-on-crime policies of far-left<\/a>\u201d politicians and for stricter punishments targeting Washington, D.C.\u2019s young adult offenders.<\/p>\n\n\n

The House passed Donalds,\u00a0\u201cD.C. CRIMES Act<\/a>\u201d by a\u00a0240-179<\/a>\u00a0vote on Tuesday. But the Florida congressman emphatically told NOTUS that his punitive approach toward teenagers committing crimes in D.C. is completely unrelated to his own youthful indiscretions, which include an arrest at 18 for marijuana distribution and a felony theft conviction at age 20<\/strong>.<\/p>\n\n\n\n

\u201cWhen I made my mistakes, there was no leniency for youthful offenders,\u201d Donalds, said in an interview.<\/strong><\/p>\n\n\n\n

Donalds\u2019 criminal record suggests he received more leniency than he\u2019s letting on.<\/strong><\/p>\n\n\n\n

After his marijuana arrest in 1997, a Florida court granted Donalds a \u201cpre-trial diversion,\u201d which offered some offenders alternatives to jail. Law enforcement arrested Donalds on a charge of distributing weed, not just possessing it, although Donalds maintains he wasn\u2019t distributing.<\/p>\n\n\n\n

For his drug charge, the court ultimately fined Donalds $150 and did not incarcerate him.<\/p>\n\n\n\n

\u201cPre-trial diversion? Let\u2019s be very clear \u2014 the issues in Washington, D.C., is not a 20-year-old with a dime bag of marijuana,\u201d Donalds told NOTUS on Wednesday. \u201cIt\u2019s clear from some of the data we already have that young adult crime in the city of Washington is what is causing a lot of the issues. So why would you be lenient on that when your citizens aren\u2019t safe?\u201d<\/p>\n\n\n\n

In 2000, Donalds pleaded no contest<\/a> to a felony larceny charge. He was sentenced to two years of probation<\/a>, and a court later expunged<\/a> his record.<\/p>\n\n\n\n

Donalds, who is now running for governor of Florida<\/a> on a tough-on-crime agenda that mirrors President Donald Trump\u2019s policies, insisted there\u2019s \u201cno differentiation between that and stuff I had to overcome and work through.\u201d<\/p>\n\n\n\n

Donalds told NOTUS that he\u2019s made it a long way \u2014 thanks to his own \u201cpathway of redemption\u201d and effort to reform himself.<\/p>\n\n\n\n

\u201cAt 22 years old, I never thought I\u2019d be here, but the one thing I did always promise in my life was I was never going to be that person again,\u201d Donalds said. \u201cEvery day was just working hard to be better than I was the previous day.\u201d<\/p>\n\n\n\n

Donalds\u2019 crime bill, which passed with 31 Democrats joining and all but one Republican affirming it, now awaits consideration in the Senate and will require several Democrats\u2019 support to circumvent a filibuster attempt.<\/p>\n\n\n\n

Democratic Rep. Suhas Subramanyam of Virginia said he wouldn\u2019t comment on Donalds\u2019 past arrests \u2014 but he argued tougher sentencing for young adults could lead to more problems later on.<\/p>\n\n\n\n

\u201cI will say, there are lots of examples out there in the country and in my district, of people who made a mistake, especially when they were younger,\u201d Subramanyam said. \u201cInstead of treating them like a criminal for the rest of their life and not allowing them to get jobs, we put them through programs that could potentially help them expunge their record.\u201d<\/p>\n\n\n\n

\u201cWhat we want is long-term solutions that are evidence-based, and not the stuff that we did in the \u201980s that didn\u2019t fix the problem,\u201d he said.<\/p>\n\n\n\n

Donalds\u2019 bill is indeed tough.<\/p>\n\n\n\n

It would remove judges\u2019 discretion to issue sentences below the established mandatory minimum for young adults, and prohibit D.C. city officials from enacting changes to those mandatory minimums or sentencing guidelines. It targets D.C.\u2019s Youth Rehabilitation Act, which can offer more lenient sentencing for individuals up to the age of 24, though participating offenders over 18 are still tried as adults, not as children.<\/p>\n\n\n\n

Donalds\u2019 bill would also eliminate the possibility for young adult offenders to have their convictions \u201cset aside<\/a>\u201d once they complete their sentence \u2014 something similar to expungement, which was offered to Donalds after his felony charge.<\/p>\n\n\n\n

On Monday, Donalds offered harsh words for city officials for having implemented such policies.<\/p>\n\n\n\n

\u201cInstead of addressing the clear epidemic of youth crime in the city, the D.C. Council increased the age of youth offenders to individuals 24 years old and younger,\u201d Donalds said<\/a>. \u201cThat means fully grown legal adults in the District of Columbia can receive sentences meant for children. This is patently insane, and Americans across the board are sick of this kind of absurdity.\u201d<\/p>\n\n\n\n

D.C. is unique among American cities in that it\u2019s both a municipality with a city council and a federal district that the federal government ultimately oversees, in large part. President Donald Trump has made fighting crime in D.C.<\/a> a top priority, sending federal law enforcement and National Guard troops into the city alongside local police.<\/p>\n\n\n\n

Mayor Muriel Bowser\u2019s office declined to comment.<\/p>\n\n\n\n

If Donalds returns to state office as governor, Floridians might come to know a different Donalds.<\/p>\n\n\n\n

As a Florida state legislator, he sponsored<\/a> a crime bill that, in part, expanded the age range of offenders who could qualify for the state\u2019s more lenient youthful offender sentencing.<\/p>\n\n\n\n

He also frustrated local law enforcement when he, along with other state lawmakers, pushed to overhaul mandatory minimum sentencing in the state in 2019.<\/p>\n\n\n\n

\u201cThe reality of the situation is, we cannot continue to overlook the fact that we don\u2019t have the resources to fund the system that everyone wants to fund,\u201d Donalds told the Tallahassee Democrat<\/a> at the time. \u201cWe are just warehousing people. So, if you are actually going to help people to correct their lives \u2026 we have to reshape the system in a way that they can be full citizens when they come back.\u201d<\/p>\n\n\n\n

Donalds\u2019 arrests also came up in Thursday\u2019s House Oversight Committee hearing with local elected leaders about crime in the city, when Rep. Yassamin Ansari of Arizona entered a news article about them into the record.<\/p>\n\n\n\n

Donalds again denied that his past arrests and light punishments are at all relevant to his D.C. crime bill.<\/p>\n\n\n\n

\u201cEvery day since the age of 21, I\u2019ve had to purpose myself to be a better man than I was the day before. That is something that was afforded to me by the laws of the state of Florida, and I\u2019m grateful for that opportunity, and now I\u2019m here, in the nation\u2019s capital, doing my job,\u201d Donalds said. \u201cI believe that adults over the age of 18 should be held accountable as adults.\u201d<\/p>\n\n\n\n
