Did you know that federal authorities unsealed a major indictment charging 11 individuals in a transnational marriage fraud scheme centered in Florida?<\/p>\n\n\n\n

The conspiracy, active from March 2024 to February 2025, involved arranging immigration marriage fraud between U.S. citizens\u2014particularly military service members\u2014and Chinese nationals to evade immigration laws and obtain green cards. <\/p>\n\n\n\n

The two-sided fraud specifically sought and recruited U.S military members, especially from the Naval Air Station in Jacksonville, offering them up to $45,000 in staged payments: an upfront sum, a second upon green card approval, and a final payment after a divorce.  Authorities allege the scheme also sought to bribe officials for military access credentials (CAC\u2019s), heightening national security concerns. <\/p>\n\n\n\n

Several of the Chinese and American military service members charged were, Quianhua Chen, <\/strong>identified as a central recruiter and faces denaturalization proceedings for allegedly obtaining her own citizenship through fraud. Raymond Zumba, a Navy reservist, and others were charged. All 11 defendants face Conspiracy to Commit Marriage Fraud, with additional counts including marriage fraud, and conspiracy to bribe a public official.<\/p>\n\n\n\n

The Florida Legislature, specifically House members introduced HB 485 (2026), also known as \u201cShawnya\u2019s Law\u201d to combat the thousands of yearly instances of Floridians victimized by one-sided immigration marriage fraud, but the bill has been stalled in both the Florida House and Senate Judiciary Committees. Representative Kimberley Daniels (D-Jacksonville), and Representative Berny Jacques (R-Clearwater) had picked up the mantle to help bring the bill forward.<\/p>\n\n\n\n
