The salary increases will take effect on October 1, aligning with the start of the city’s new fiscal year.

The adjustments are projected to cost $1.5 million annually in base wages, coming just under $2 million total once benefits are factored in. The funding will be drawn entirely from the city’s general fund.

Salary Midpoint Adjustments

Rank

Percent Increase

Previous Midpoint

New Midpoint (Oct. 1)

Police Officers

6.1%

~$82,018

~$87,021

Police Sergeants

7.9%

~$106,346

~$114,748

Police Lieutenants

7.6%

~$123,018

~$132,367

Why the Raises Were Triggered

This wasn’t a reactionary measure to fill empty slots. LPD is currently fully staffed (and slightly over, carrying 279 sworn officers against a budgeted 278 due to military reserve deployments). Chief Sam Taylor described the move as entirely proactive, aiming to retain trained personnel rather than recover from a shortage.

The raises were legally set in motion by a conditional wage reopener clause within the city’s collective bargaining agreement with the Fraternal Order of Police (FOP). The clause mandated action because a market study showed Lakeland’s pay had fallen more than 6% below the average of 13 comparable regional agencies—including the Polk County Sheriff’s Office, Winter Haven, Tampa, and St. Petersburg.

Before the vote, LPD’s annual midpoints trailed peer agencies by roughly $2,400 for officers, $5,000 for sergeants, and $6,000 for lieutenants. A separate internal study is currently underway through Human Resources to adjust captain salaries so they scale appropriately above the newly raised lieutenant rates.

The Looming Leadership Turnover

Maintaining competitive compensation for mid-level supervisors is especially critical right now due to an inevitable wave of retirements coming to LPD’s command staff over the next few years.

Of the nine top managers at LPD—which includes the Chief, three Assistant Chiefs, and five Captains—eight are currently enrolled in the city’s Deferred Retirement Option Program (DROP).

Chief Taylor and Captain Tye Thompson are already four years into their five-year DROP timelines, meaning the upper crust of the department will see near-total turnover within the next six years.

Despite the upcoming shift, leadership noted confidence in the department’s internal succession pipeline, pointing to a “deep bench” of 12 lieutenants and 36 sergeants currently guiding younger officers in the field.

The Lakeland City Commission approved significant pay raises for 252 union-covered members of the Lakeland Police Department (LPD).
