According to Lakeland\u2019s Land Development Code (LDC), data centers are not listed as a permitted use anywhere. In municipal zoning, if a use isn’t explicitly listed, it is presumed to be prohibited<\/strong>. This gap became glaringly obvious during the recent “Project Swan” proposal near Old Tampa Highway, where city planning staff explicitly noted that the developer had no clear path forward under existing codes.<\/p>\n\n\n\n

    2. Buying Time for Strict Infrastructure Rules:<\/strong> The city planning staff and utility experts need time to rewrite the Land Development Code and Comprehensive Plan.
