On July 20, Coalition for Animal Rights and Education in Polk County<\/strong> (CARE) sent an identical animal-welfare questionnaire to three candidates for the Polk County Commission:<\/p>\n\n\n\n

\u2022 Kelly Quinn \u2014 District 2<\/p>\n\n\n\n

\u2022 Commissioner Rick Wilson \u2014 District 2<\/p>\n\n\n\n

\u2022 Omar Arroyo \u2014 District 4<\/p>\n\n\n\n

Our goal is to help voters understand where each candidate stands on the policies, funding, and infrastructure decisions that shape animal welfare outcomes in Polk County \u2014 decisions made at the Commission level that affect animals and residents alike.<\/p>\n\n\n\n

Animal welfare outcomes are shaped by the laws, funding levels, and infrastructure a community chooses to invest in. Publicly available state and county data show that Polk County\u2019s live-release and euthanasia figures currently lag behind many other Florida counties, including some with far larger populations. Reported per-animal funding has also trailed neighboring counties, and countywide policy has not yet included a foster program, TNVR services, or broadly accessible low-cost spay\/neuter options. The current shelter facility, an aging open-air building without full climate control, reflects longstanding infrastructure decisions rather than the efforts of the staff who work there.<\/p>\n\n\n\n

These are the kinds of policy questions \u2014 funding priorities, program development, facility investment \u2014 that fall to elected county leadership to address. That\u2019s why CARE asks candidates directly about their positions.<\/p>\n\n\n\n

As of July 31, Kelly Quinn is the only candidate who has submitted a response.<\/p>\n\n\n\n
