This is the initial introduction of an ordinance to the City Commission. Ordinances must be read once during a City Commission meeting before the meeting that they will be voted on. During the first reading of an ordinance there is no testimony and no votes are taken. There are two items on the agenda for first reading.

Item One – Is a voluntary annexation of approximately 79.6 acres located south of the Polk Parkway (SR 570), East of Lakeland Highlands Road. Edward Holloway and Mary Ann Holloway, owners of the property have requested that the 79.6 acres be annexed into the Lakeland corporate limits. This is the proposed site for the Orlando Health project.

Item Two – Is an amendment to the Future Land Use Map for the 79.6 acres annexed into the Lakeland corporate limits. The land use map changes from residential low to office center. The Planning and Zoning Board approved and recommended to the City Commission that such large-scale amendment to the Future Land Use Map of the City’s Comprehensive Plan be adopted.

The Community Redevelopment Agency has one item on the agenda and that is the recommendation to award a bid to Krystal Companies to waterproof 820 North Massachusetts Avenue. The Community Redevelopment Agency owns and leases 820 N. Massachusetts Avenue as a part of Mass Market. The property is currently being leased to Haus Management, LLC for event space. The CRA has received numerous complaints about water intrusion at this property. There were several bids for the work but Krystal was the lowest bidder. It is recommended that the City Commission approve the amount of $155,327.66 consistent with the bid specifications for the waterproofing of 820 North Massachusetts Avenue.

City Manager

There is one agenda item under the City Manager’s portion of the agenda.

Item One – Lakeland Linder International Airport received grants in 2019 from the Florida Department of Transportation (FDOT) to upgrade its existing Instrument Landing System (ILS) to a Special Authorization Category II and to subsequently upgrade the system to a Category III. The Airport will have the Special Authorization Category II completed by June 1, 2020 while the upgrade to a Category III must be completed no later than November 1, 2021 based on its contract with Amazon for their air cargo facility. Even though the Category III upgrade will not be completed until November 2021, there are several tasks on the projects critical path that need to commence to avoid delays: the completion of a Federal Aviation Administration (FAA) Categorical Exclusion (CATEX) Report and the Design of the CAT III system in accordance with FAA guidelines and approvals. It is recommended that the City Commission authorize the appropriate City officials to enter a Task Authorization with Environmental Science Associates in the amount of $70,340 to complete the CATEX and permitting process for the CAT III subject to approvals from the FDOT. It is also recommended that the City Commission authorize the appropriate City officials to enter into Amendment #2 with Atkins North America in the amount of $767,365 to complete the design through bid phase of the CAT III System subject to approvals from the FDOT. No appropriations are required for this request. The expenditures are eligible under the FDOT Grant issued for the Upgrading to Category III project and have been included in the Airport’s 2020 Budget.

City Attorney – Ordinances

This portion of the agenda includes items for first reading. This is the initial introduction of an ordinance to the City Commission. Ordinances must be read once during a City Commission meeting before the meeting that they will be voted on. During the first reading of an ordinance there is no testimony and no votes are taken. There is one item under this portion of the agenda for the May 18th City Commission meeting.

Item One is an application for Orlando Health’s site that includes an emergency room, surgical center, medical offices and hospital with up to 360 beds. This is the same 79.6 acres of property that is being considered for annexation into the Lakeland corporate limits. The Planning and Zoning Board approved the zoning changes on April 21, 2020 and recommended them to the City Commission for consideration.

Resolutions do not require a first and second reading. Resolutions are typically voted on when they are brought before the City Commission. There is local agreement between the City of Lakeland and the Florida Department of Transportation for funding in the amount of $348,400. This is for the design, construction and inspection services for Three Parks Trail West. This is the portion of the trail that runs along Cleveland Heights Boulevard from Dog Leg Woods Dog Park to the YMCA, connecting the multi-use path to Peterson Park.

Miscellaneous Reports

There is a proposed agreement with NAPA Auto Parts to serve as the City’s integrated on-site supplier of automotive parts for its vehicles. The City is seeking services from NAPA to serve as its in-house parts store to manage the purchase of inventory and issuance of fleet-related parts, materials and other associated items such as fluids and tires. NAPA has been serving as the City’s on-site supplier of automotive parts since 2010. The in-house store eliminates the need for organic parts/material procurement, inventory management, parts management staff and the inefficiencies with tasking technicians with parts research and procurement instead of repairing vehicles.

There is an interlocal agreement between the City of Lakeland and Polk County to interconnect their respective water distribution systems to provide each other temporary water service on an emergency basis or to meet short-term needs. The City of Lakeland will be providing potable water service to the Riverstone Development that will extend south to Ewell Road. Ewell Road will be the southern limit of the City of Lakeland Water Distribution System and it is also the northern limit of the Polk County Water Distribution System. By entering into this Interlocal Agreement, the City and the County are enabling Ewell Investment, LLC, the developer of Riverstone, to provide water looping for Riverstone without having to construct approximately three miles of pipeline. Ewell Development will be paying for the interconnect facility constructed to City of Lakeland and Polk County standards and providing the property necessary for the facility.

Reminders

During the May 15th Agenda Study session, the City Commission will discuss each agenda item in detail for the upcoming May 18th City Commission Meeting.
