This Agenda at a Glance includes highlights for the upcoming June 1st<\/sup> City Commission Meeting Agenda.  The agenda and backup materials are available to view and download at www.lakelandgov.net\/agendas<\/a>. The Lakeland City Commission will discuss agenda items in detail at the Agenda Study session on Friday, May 29th<\/sup> starting at 8:30 a.m. The public can watch Agenda Study Sessions, City Commission Meetings as well as Committee Meetings live on Spectrum 643, FiOS 43 and streamed on lakelandgov.net<\/a>. Public Hearings \u2013 Ordinances for 2nd<\/sup> Reading<\/strong><\/p>\n\n\n\n

This is when the public is invited to share opinions and concerns about agenda items. Second Reading of an ordinance includes a chance for public testimony and requires a vote.  There are no items on the agenda for second reading.<\/p>\n\n\n\n

There is one Miscellaneous item under Public Hearings.  There is a Development Agreement with LCP Owner, LLD related to transportation impacts of the Lakeland Central Park mixed use development. The 724-acre proposed development is located north and east of the Polk Parkway, west of Airport Road and south of Old Tampa Highway.<\/p>\n\n\n\n

City Manager<\/strong><\/p>\n\n\n\n

There is one agenda item under the City Manager\u2019s portion of the agenda. <\/p>\n\n\n\n

Item One<\/strong> \u2013 Recommendation to assist the Sun n Fun organization in reducing the impact from losses associated with cancelling the event due to the coronavirus.  Lakeland Linder International Airport proposes to waive rent for one year starting June 1, 2020 through May 31, 2021 in the amount of $330,972 dollars. This is a unique circumstance and the Airport is fiscally able to absorb the reduction in revenues in the current year as well as next fiscal year\u2019s budget. It is recommended that the City Commission authorize the appropriate City officials to waive the rent for the Sun n Fun organization, a 501(c)(3) corporation, in the amount of $330,972 dollars commencing with the June 1, 2020 rent payment.<\/p>\n\n\n\n

City Attorney \u2013 Ordinances<\/strong><\/p>\n\n\n\n

This portion of the agenda includes items for first reading. This is the initial introduction of an ordinance to the City Commission. Ordinances must be read once during a City Commission meeting before the meeting that they will be voted on. During the first reading of an ordinance there is no testimony and no votes are taken. There are two items under this portion of the agenda for the June 1st<\/sup> City Commission meeting.<\/p>\n\n\n\n

Item One<\/strong> is a proposed approval of a conditional use to allow a preschool with a maximum enrollment of 104 students on property located at 220 Carleton Street. The Planning and Zoning Board approved the application on May 19, 2020 and recommended to the City Commission that the conditional use be granted.<\/p>\n\n\n\n

Item Two<\/strong> is a proposal to change zoning from multi-family to planned unit development to allow 24 multi-family dwelling unites on 1.3 acres at 108 Lake Hunter Drive. The proposed zoning is typically associated with an apartment complex and includes a community area. Stipulations include a maximum of 24 units, minimum square footage and a maximum building height of three stories.<\/p>\n\n\n\n

Resolutions<\/strong> do not require a first and second reading. Resolutions are typically voted on when they are brought before the City Commission. There are two resolutions under the City Attorney portion of the agenda.<\/p>\n\n\n\n

Item One<\/strong> is maintenance and compensation agreement with the Florida Department of Transportation. Under the agreement, the City of Lakeland agrees to undertake the maintenance and operation of lighting on the State Highway System within the Lakeland city limits and FDOT agrees to compensate the City for these services. The cost is $402,974.28 for the fiscal year and will be paid to the City of Lakeland for operating and maintaining 1,492 lights.<\/p>\n\n\n\n

Item Two<\/strong> is the authorization to execute an amended grant agreement with the Florida Department of Transportation to add state and local funding to upgrade the Runway 9 Instrument Landing System (ILS) and Runway Visual Range (RVR) to a Category III at Lakeland Linder International Airport. This work is being done to help support the Amazon air cargo facility.<\/p>\n\n\n\n

Reminders<\/strong><\/p>\n\n\n\n

During the May 29th <\/sup>Agenda Study session, the City Commission will discuss each agenda item in detail for the upcoming June 1st<\/sup> City Commission Meeting. The public is invited to view the meeting live on Spectrum 643, FiOS 43 and streamed on lakelandgov.net<\/a>. The Monday June 1st<\/sup> City Commission meeting will be done remotely due to the coronavirus. Audience participation can be done through phone with a number and access code that will be published at the beginning of the Lakeland City Commission meeting. There is no audience participation during the agenda study session.  There is a Municipal Boards & Committees meeting scheduled to start at 8:25 a.m. on Friday, May 29thth<\/sup> just before the Agenda Study session.<\/p>\n\n\n\n
