The decision follows an August 25, 2026, letter from state officials—FloridaCommerce Secretary J. Alex Kelly and CareerSource Florida President/CEO Adrienne Johnston—recommending action due to serious management and fiscal concerns.

Key Findings & Allegations

  • Deception & Noncooperation: State leadership described a pattern of noncooperation, improper fiscal handling, and “outright deception,” noting that Campbell-Domineck effectively abdicated her duties. She also declined to attend an August 27 state workforce board hearing to address these issues.

  • Unauthorized Spending: CareerSource Polk allegedly executed employee training and altered procedures tied to a mandatory Performance Improvement Plan without state authorization, potentially risking federal workforce funding.

  • Impact on Local Training Providers: The agency removed three commercial driver’s license (CDL) training providers, leaving only one available option (Hillsborough Community College) without informing the affected providers of their appeal rights.

  • Irregular Closures & Bottom-Tier Performance: State officials cited unscheduled office closures—including one on the morning of an annual fundraising event. Commissioner Mike Scott pointed out that performance rankings placed CareerSource Polk at the very bottom (17th to 21st) among Florida workforce boards.

    Next Steps

The commission approved an expedited independent governance review to examine the organization’s practices. Once completed, commissioners will determine whether Campbell-Domineck should be permanently terminated for cause.
