TRAP, NEUTER, RETURN – Just common sense, right? WRONG. Across the country, community cats and their caregivers face punishment instead of support. In places like Arkansas and Polk County, FL, caregivers deal with feeding bans, licensing traps, and unclear “nuisance” laws. These make lifesaving TNR harder, and do nothing to actually control cat populations… besides killing the most accessible community cats, and wayward pets.
Killing has never worked and never will.
Research shows these harmful policies are common across the U.S. Many states and counties criminalize feeding or create rules that hinder humane management. Since most cat-related laws are made locally, these punitive measures vary widely and often clash with best practices.
It’s time for effective statewide TNR protection laws everywhere. TNR is the only proven and humane method that stabilizes colonies, reduces shelter intakes, and prevents suffering.
Feeding bans don’t lower populations; they only starve cats and push caregivers into the shadows. Licensing and punitive laws do not fix the problem; they target those who are trying to help. States need to take action.
We need clear statewide protections that:
- Recognize TNR as the standard of care
- Protect caregivers from punishment
- Prohibit feeding bans and harmful local restrictions
- Ensure humane, effective population management
Community cats deserve better than being treated as criminals. Caregivers deserve protection instead of penalties. Every state should guarantee that TNR can be done safely, legally, and without fear.
