Hyperscale Data Center “Project Swan” Proposed for Lakeland

Fresh details have emerged regarding “Project Swan,” a newly revealed concept for a massive 600,000-square-foot hyperscale data center proposed for west Lakeland. 60.5 acres of currently undeveloped land near Old Tampa Highway and Wilkinson Road.

The proposal comes at a time of heightened regional scrutiny over the immense infrastructure required to support cloud computing and artificial intelligence infrastructure in Polk County.

What is “Project Swan”?

The concept plan lays out a massive high-tech footprint on the city’s west side. If built as drafted, the campus would feature:

  • Three distinct data center buildings comprise the 600,000-square-foot total.
  • Large mechanical yards are needed to house the extensive cooling systems needed to keep thousands of high-powered servers from overheating.
  • An on-site electrical substation to handle the heavy power draw.
  • Dedicated stormwater ponds for localized environmental management.

The Major Hurdles Ahead

While the project represents a major tech investment, it faces a steep climb through city regulatory frameworks. Local officials and planners are already identifying significant pain points:

  • Zoning & City Code: A fundamental roadblock is whether the existing Lakeland land development code even accounts for or allows massive data centers in its current zoning categories.
  • The Water Crisis: Data centers require large quantities of water for cooling. This proposal lands in the middle of a historic regional drought, right as state and local officials are managing intense pressure on the Floridan aquifer.
  • Power Grid Capacity: The addition of a dedicated electrical substation underscores the project’s massive energy footprint, raising questions about impacts on local utility infrastructure.

The Regional Backdrop: This proposal follows a massive public debate over a separate, controversial $2.6 billion hyperscale data center in nearby Fort Meade. While Fort Meade commissioners originally approved that 4.4-million-square-foot development agreement, the project faces deep pushback. State officials labeled its water demands “woefully underestimated,” and Governor DeSantis recently cast serious doubt on its future, calling it “not a viable project.”

Because Project Swan is still in the concept phase, it has not yet formalised its public review or permitting timeline with the city.

  1. I’d say yes ONLY if they build a pipeline to the fn ocean and build desalination plant. STAY OUT OF OUR AQUIFER. We are already at danger of destroying our ecosystem.

  2. I vehemently oppose the building of this in Lakeland. We’ve experienced drought conditions several times over the past few years and I do not think this will help. Also, other areas that have data centers have complained about constant low frequency noise, lighting issues at night (in some cases) and most notably a drastic increase in their electric bill despite being told they would not see such increases. I understand Lakeland is no longer the best kept secret in Polk County and the city is expanding but we do not need nor should we want this in our backyard.
