The debate surrounding the proposed $2.6 billion hyperscale AI data center in Fort Meade has drawn intense scrutiny, particularly regarding the engineering and environmental viability of its cooling infrastructure.

While the developer, Stonebridge Infrastructure, has stated they can manage the facility’s immense heat using a closed-loop system that caps water usage at 50,000 gallons per day (down from an initial estimate of 150,000 gallons), independent experts and state regulators are highly skeptical about whether this setup will actually suffice.

The core of the issue comes down to the staggering resource demands of AI-grade hardware and the local climate.

The Cooling Dilemma: Closed-Loop Realities

Data center cooling experts point out that while closed-loop systems are designed to recycle water, they are not entirely self-sustaining or magic fixes, especially in hot, humid climates like Central Florida.

  • Chemical Blowback: Closed-loop systems still require periodic water replacement due to evaporation and mineral buildup. The “bleed-off” water requires chemical treatments—including biocides and corrosion inhibitors—creating hazardous wastewater management challenges.
  • Ambient Heat Constraints: Closed-loop air-cooled or evaporative systems struggle when ambient outdoor temperatures and humidity are high. In mid-summer, shedding megawatt-level heat from dense AI clusters without massive, continuous water evaporation becomes an uphill battle. If the system cannot dissipate heat fast enough, the data center must either throttle its processing power or pull more water to assist in evaporative cooling.

This cooling and water dependency has triggered massive pushback from state and local oversight bodies:

Despite unanimous approval of the development agreement by the Fort Meade City Commission, the actual construction hinges entirely on whether the developers can prove to environmental regulators that their cooling design won’t exhaust local utilities or drain the aquifer.
