The Polk County Board of County Commissioners has failed in its fundamental obligation to represent the residents of Polk County. Rather than exercising appropriate oversight of Polk County Animal Control, the Board has deferred all authority to the Sheriff’s Office and has disregarded a substantial volume of emails, phone calls, public comments, and documented evidence requesting urgent reform.
This inaction is not the result of a lack of awareness; it is a deliberate choice.
Under the Commissioners’ oversight, Polk County has operated the highest-kill shelter in the State of Florida for multiple consecutive years. Instead of implementing corrective measures, county and shelter leadership have increased operational secrecy.
Polk County Animal Control:
- The only shelter in Florida that prohibits cell phones
- Eliminated its volunteer program earlier this year
- Operates without a foster network
- Has the highest number of animals euthanized in the state, as well as having the most shelter deaths unrelated to euthanasia
Furthermore, approximately 90% of the shelter’s $5.5 million annual budget is spent on salaries. At the same time, the county fails to fully allocate allowable funds toward direct animal care, community assistance, and preventive programs such as spay/neuter initiatives. These practices reflect systemic mismanagement, not isolated errors.
Polk County leadership is not merely falling short, they are actively maintaining a system that is outdated, ineffective, and harmful. Their continued refusal to acknowledge community concerns or permit independent oversight demonstrates a clear disregard for public accountability and transparency.
Residents deserve to know whether their tax dollars are being used to unnecessarily euthanize adoptable dogs and cats, or whether those resources could be redirected toward evidence-based solutions, including spay/neuter vouchers, TNVR/community cat program, volunteer and foster programs, and transparent, humane shelter operations.

It is time to get animal control out of the hands of the sheriff department. We need a qualified , capable , and competent management team that will fix PCAC. Someone that will enforce direction to the county commissioners to pass the ordinances that need to be installed and updated to stop all the killings. The media needs to bombard the public with the truth of what is happening in that chamber of horrors. The money that is earmarked for this shelter needs to be spent on improving the lives of these animals. Rat and roach infested decrepit kennels, no air conditioning, no heat, lowest expenditure per animal in state, highest death rate in state, no moneys allowed for spay and neutering, and the list goes on and on. How do these people consciously allow these atrocities to continue.
Sadly they just don’t care. It is time to get someone in charge that does!!
One way to get some changes made will be to VOTE OUT the current bunch and replace them with new people. But, oddly, the same old crowd seems to keep control. Very fishy.
Shame on Polk county. We need to vote out the current officials and replace them with caring individuals who will do their jobs! I got my dog from the pound and he had a cough when I got him. Thankfully he is healthy and fine today!
