Space Florida’s Board of Directors approved a major strategic investment package aimed at diversifying the state’s launch infrastructure away from traditional, land-based pads.
The centerpiece of the announcement is Project Manta, an investment partnership with a company called Seagate Space. The funding will be used to prototype and demonstrate a novel, ocean-based space launch infrastructure system.
Here is what we know about the major projects moving forward:
Project Manta (Seagate Space)
The goal of Project Manta is to establish offshore launch capabilities that can complement the highly congested land-based infrastructure along the Space Coast (like Kennedy Space Center and Cape Canaveral Space Force Station).
- The Plan: Seagate Space will build an initial prototype of its maritime launch system.
- Local Manufacturing Impact: Under the agreement, the prototype is contracted to be built at the Port of Tampa Bay in partnership with Tampa Ship. If successful, it opens the door for Florida’s broader Gulf Coast maritime industrial base to enter the commercial space infrastructure pipeline.
- Strategic Advantages: Sea-based operations offer unique performance benefits—such as launching closer to the equator to maximize Earth’s rotational velocity boost—and naturally alleviate the “spaceport squeeze” by reducing airspace conflict and local traffic deconfliction issues.
The “Secretive” Codename Projects
Beyond Seagate Space, Space Florida routinely utilizes codenames for early-stage aerospace investments under review by their Investment and Audit committees before public brand alignment happens. Recent board documentation reveals active approvals and structural financing mechanisms for multiple undisclosed initiatives, including:
- Project Prime
- Project Poseidon
- Project Constitution
These initiatives fall under Space Florida’s statutory mandate to expand the state’s aerospace footprint across air, land, space, and sea-based defense platforms. Moving projects out to sea or into regional manufacturing hubs (like Tampa or Jacksonville) is a deliberate effort to distribute the high-wage economic benefits of the aerospace boom beyond just Brevard County.
