His financial disclosure lists construction, residential building and property-management companies as primary sources of income.
Owning these businesses does not automatically establish a legal conflict.
County commissioners influence infrastructure spending, zoning, land use and development approvals—decisions that can benefit builders, contractors, developers and property owners.
Florida Statute 112.3143 prohibits local officials from voting on matters that would create a special private gain or loss. Any conflict must be disclosed, and the official must abstain from voting.
What exactly does Arroyo consider “unnecessary red tape,” and could removing it benefit his companies, properties, clients, partners, or business associates?
This concern becomes even more serious when his campaign hides difficult but legitimate questions instead of answering them.
Transparency cannot be promised while public scrutiny is being suppressed.
