Editorial – Is Lakeland Mayor Bill Mutz a hypocrite on the mask issue?

On Sept 4, 2020 a photo was posted to Facebook, and then later taken down after it went viral of Lakeland Mayor Bill Mutz at Britt’s Café. Yes it is inside of the city limits…… “The City of Lakeland is under a mandatory mask ordinance on that date”….. Where are the masks and the social distancing, Mr. Mayor?

Per EMERGENCY RESOLUTION NO. 5619

“Face Covering” shall mean a uniform piece of material that securely covers a person’s nose and mouth and remains affixed in place without the use of one’s hands, whether store-bought or homemade, consistent with CDC guidelines.

“Social Distancing” shall mean keeping space between yourself and other people by staying at least 6 feet from other people

The Mayor’s only comment to the photo when someone questioned him about it was ….. “There is no mask mandate outside by the City.  Did you think there was one?” But Mr. Mayor Britt’s cafe is in the city.

When another Lakelander emailed the Mayor about the photo, the Mayor responded on Sept 8 with one word, ”Outside”.

Face Coverings Required. Per EMERGENCY RESOLUTION NO. 5619

  1. Every person working, living, visiting, or doing business in the City of Lakeland shall wear a face covering consistent with CDC guidelines in any indoor location, other than their home or residence, when not maintaining social distancing from other persons, excluding family members or companions.

Should the Mayor pay the civil fine of $250.00 as stated EMERGENCY RESOLUTION NO. 5619.

    1. The Mayor said in an email…which I have….that he held his breath with the people that he did NOT know!!!! He is JUDAS!!!! He thinks that Lakeland should be vaccinated before they remove masks. (I HAVE THAT EMAIL TOO). He said that it’s outside city limits (have that email). It was at Britts Cafe in Lakeland!!!! He knew those women and his mouth was OPEN!!!! He thinks that UNMASKED people are harming the masked people and we should be inconvenienced for our behavior (I have that email) and he also refers to JESUS BEING INCONVENIENCED SO WE SHOULD BE TOO…..(IN EMAIL THAT I HAVE). He is preaching LIES AND HERESY.

      CONTACT ALL COMMISSIONERS, ROSS SPANO, THE FL A/G, SENATOR AND GOVERNOR TO HAVE HIM REMOVED FROM OFFICE!

      THERE IS POLITICAL CORRUPTION HAPPENING IN THE CITY OF LAKELAND! Who is being paid off and whose pockets are being lined?! If we do not stand up, Lakeland will become a Sanctuary City!

      WAKE UP LAKELAND….Even Dr. Birx admitted 99% of the population is going to be fine!!!!

How can you be so pro mask and insist that your entire city wear masks, put businesses and police in the position to enforce your mask mandate, then not wear one and claim a technicality of it being “outside of city limits”? It doesn’t matter. If you really believed in them working and saving lives (like you have emailed back to so many citizens who have reached out to you about this) you would have one on and you would be social distancing NO MATTER THE LOCATION.

    Bottom line, He’s a jerk and needs to be voted out.

  6. The ordinance clearly states face coverings must be worn in any “indoor location.” The Mayor is standing outside in this photograph. A mask is not mandated in this situation. Lakeland is fortunate to have a representative like Mayor Mutz who cares about the health and safety of its citizens.

      1. You continue to comment that social distancing is required under the City’s Resolution, despite numerous readers trying to assist you by pointing out what the language actually states. First, the applicable reference is Section 3 of the Resolution, not Section 2. Second, social distancing is not a requirement, it simply explains when you are not required to wear a mask indoors (i.e., when you are maintaining at least 6 feet of separation). You might be confusing the City’s Resolution with the mask policies of various private business owners throughout the City. For example, Publix requires its patrons to wear a mask while shopping, regardless of whether social distance can be maintained. Either way, Mayor Mutz did nothing wrong under the City’s rule.

          1. I think I understand your confusion now – you’re looking at Section 2 containing the definitions. This is just defining what social distancing means for purposes of the Resolution, it is not mandating that everyone remain at least 6 feet apart at all times. Hope that helps!

However, I am accustomed to legal drafting, and the author of this article misinterpreted the City’s mask resolution in thinking that: (1) masks are required to be worn outdoors, and (2) social distancing is mandated. Neither of these statements are true. I normally do not comment on internet posts, but when a journalist grossly misstates the law, whether intentionally or unintentionally, it should be corrected before the misinformation is allowed to further spread.

        3. Per the City of Lakelands Emergency Operations, the City of Lakeland follows the
          recommended guidelines set forth by the CDC and the Governor’s office, we do not make policy on this matter. CDC a six foot rule.

  7. I would encourage the author of this piece to re-read the text of the cited ordinance. Face coverings are only required indoors when social distancing cannot be maintained. If you are outdoors, as Mayor Mutz is in this photograph, or if you are able to social distance, a mask is not mandated. Lakeland is fortunate to have a representative like Mayor Mutz who cares about the health and safety of its citizens.

      1. So the real issue in this instance is distancing, not mask. The resolution accepts CDC guidelines, therefore the Mayor is in violation of them. He is trying to divert the focus of the accusation

          The CDC has RECOMMENDATIONS which are not mandated laws. A RECOMMENDATION is like when you tell a morbidly obese person to put down the Big Mac because it’s not healthy for them to consume daily due to the onset of diabetes and weight gain. It’s a RECOMMENDATION and that person has the FREEDOM to choose what they want to do.

          We can choose common sense of not having strangers in our personal space, when can choose not to wear a mask because they have not saved one life!

          This whole Coronavirus is political and people hear these medical terms and freak out. Each human has 5 Coronavirus’ in them their entire lives. MEDICAL FACTS MATTER. Covid-19 is aka pneumonia.

          So, the mayor needs to go to MEDICAL SCHOOL and take classes on anatomy and medical terminology and STOP SPREADING FEAR AND MAKING POLITICAL GAINS WITH MASKS!!!!

          WE HAVE HAD ENOUGH AND HE IS BEING EXPOSED FOR THE FRAUD THAT HE IS.

          He better ask Jesus for forgiveness and change his hypocritical ways!!!!

            I can think of no fewer than a dozen Personal Injury attorneys that would simply love to take a case where someone who was forced to wear one of these utterly useless face diapers caught the virus while wearing it.

            The World Health Organization, Western Pacific center( @WHOWPRO on Twitter ) in a video statement, clearly states, and I quote, “If you do NOT have any respiratory symptoms, such as fever, cough, or runny nose, you do not need to wear a medical mask.”

            This whole face diaper mandate is based on the worst possible junk science that has been debunked more times than a Nigerian Uncle’s claim of giving you millions.

            It is a power grab. Plain, pure, and simple. There is *ZERO* verifiable, double-blind *SCIENCE* behind any of this tomfoolery.

  9. So you know, I will continue to support a mask mandate. The farthest concern is that it is political or orchestrated nonsense. The only concern is to protect people at a greater level than unmasked people will do. That is WHY they are going to be worn in school. To protect others. Before our Savior, my responsibility is to love others as he lives them – inconveniencing himself enough for our sake, that He died on the cross. A mask is hardly a sacrifice if it helps to protect others and masked states have the lowest positivity rates in the US. We are not one of those. But, as a City, we can and should be.

The CDC posted that 2-1-20 until 9-2-20 that only 394 people died in Polk County with preexisting conditions with Covid-19 which is PNEUMONIA!!!!! Facts are facts!!!! So, the chance of dying is 0.000457% or something like that! FACTS MATTER AND THE MAYOR WAS SENT THE FACTS!!!!

    “2) I specifically asked to take the picture with distancing and these two ladies insisted they wanted it close so I literally held my breath for the quick picture. It was their 50th birthdays. I was also uncomfortable doing it. I would have greatly preferred what I attempt to consistently model. “

    He told other people that it wasn’t in the city’s limit, lie #1. It was at Britt Cafe.

    Lie #2, he said it was outside, so he didn’t need one although he preaches to social distance.

    I’ve saved all his emails and took screenshots of every lie he had ever told!
