Did you know that federal authorities unsealed a major indictment charging 11 individuals in a transnational marriage fraud scheme centered in Florida?
The conspiracy, active from March 2024 to February 2025, involved arranging immigration marriage fraud between U.S. citizens—particularly military service members—and Chinese nationals to evade immigration laws and obtain green cards.
The two-sided fraud specifically sought and recruited U.S military members, especially from the Naval Air Station in Jacksonville, offering them up to $45,000 in staged payments: an upfront sum, a second upon green card approval, and a final payment after a divorce. Authorities allege the scheme also sought to bribe officials for military access credentials (CAC’s), heightening national security concerns.
Several of the Chinese and American military service members charged were, Quianhua Chen, identified as a central recruiter and faces denaturalization proceedings for allegedly obtaining her own citizenship through fraud. Raymond Zumba, a Navy reservist, and others were charged. All 11 defendants face Conspiracy to Commit Marriage Fraud, with additional counts including marriage fraud, and conspiracy to bribe a public official.
The Florida Legislature, specifically House members introduced HB 485 (2026), also known as “Shawnya’s Law” to combat the thousands of yearly instances of Floridians victimized by one-sided immigration marriage fraud, but the bill has been stalled in both the Florida House and Senate Judiciary Committees. Representative Kimberley Daniels (D-Jacksonville), and Representative Berny Jacques (R-Clearwater) had picked up the mantle to help bring the bill forward.
These people need to meet the same fate all traitors meet.
